组织行为学视野中的公安派出所改革

The Reform of the Local Police Station in the Organization Behavioral Vision

公安派出所是公安机关的基层组织之一,它象其他组织一样具有四个特征:特定目标、一定的资源、合理的结构及同外部环境的协调关系。从组织行为科学的视角来考察和评价传统公安派出所及当前的公安派出所改革,可以看出,当前公安派出所改革中侧重于对公安派出所资源与结构的调整,而对于公安派出所的目标定位、公安派出所同外部环境之间的协调关系方面则重视不够,亟待改善。

The local police station is one of the grassroots organizations of the public security organ it has four characteristics as other organizations： the coordination relation of specific goal, certain resources, reasonable structure and the external environment condition. From the visual angle of the organization behavioral science to investigating and appraising traditional local police station and the present reform, we can find out that the reform of local police station emphasizes on the adjustment to the resource and structure at present. To the goal position of the local police station, the coordination relations between local police station and external environment condition are not paid attention to enough, expect it to improve.
