Application of BOT in Expressway Construction in China

BOT是一种通过提供特许经营权来进行商业融资并开发建设项目的项目融资方式。在高速公路建设资金短缺的情况下,利用BOT方式可以快速获得高速公路建设资金和解决民间资本的投资出路问题。目前我国高速公路建设中已经利用这种方式开发了一些项目,但是由于种种原因使得效果不甚理想。重点讨论了高速公路项目采用BOT方式的原理和应用情况,对当中存在的问题和改进的可能进行了分析。

BOT is a project financing way, which provides the specially permitted management right to carry on the trade financing and to develop the construction items. When lacking of the expressway construction fund, BOT can be used to obtain the fund and find the way for folk capital investment. At present, this way has been already used to develop some projects in China. Because of some reasons, the effects are not perfect. The application of BOT in expressway projects is discussed emphatically, and the existent problems and improvement methods are analyzed.
