树立以“人”为中心的思想──常州市红梅西村的规划设计与实践

On Planing Thought for ‘Human Beings'──Planning and design and practice of West Hongmei Residential Village in Changzhou

红梅西村是我国第一个利用世界银行低息贷散建设的居住小区，从规划选址定点、规划方案论证、款项使用计划、施工招标投标、工程质量监理到微机跟踪管理，都是在世行代表的指导和监督下进行，并报建设都要求参加试点小区，于1994年7月获建设部颁综合金牌奖，规划设计、建筑设计、科技进步、工程质量、管理等单项一等奖，1995年又获国家建设工程鲁班奖等．本文重点介绍规划中：一切为住户着想的指导思想，超前意识，拼弃传统观念，及若干有所突破方面的经验收获．

West Hongmei Residential Village was a project supportcd by low interest loan from the World Bank which was rewarded a golden plate by National Construction Committee in 1994. It was directed and supervised by representatives from the World Bank in the whole process of it8 location, planning, design, construction and project management. This paper introduces the guiding thoughts in plarming and design that were so successful in the practice.
