Shanghai is now intentionally fostering its urban functions in the fields such as distribution, production , management, service and pioneering in order to meet its strategic target and be finally ranked among the world level centers in economy, finance and trade, Accordingly, Shanghai's master plan shows its layout which makes the group distribution and axial development integratde, the 21st century CBD will be built up, covering an area of the bounds, parts of the south and north bounds, Lujiazui in Pudong as well as a number of sub-urban centers.
