摘要
中国气象科学研究院成立了以张人禾院长为组长的院业务技术体制改革领导小组，并设立了办公室。2005年是制定实施方案阶段，年底完成改革实施方案，并启动相关工作。为进一步促进科研与业务的结合，我院2005年又与上海、广东、湖北、安徽气象局签订了合作协议。
The Chinese Academy of Meteorological Sciences （CAMS） established the leading group of CAMS operational system innovation chaired by President Zhang Renhe and set up an administrative office. In 2005, the implementation scheme of the innovation and the related affairs were worked out. In order to facilitate the combination of research and operational service, CAMS signed cooperative agreements in 2005 with meteorological bureaus of Shanghai, and Guangdong, Hubei, and Anhui provinces.
