根据全球气候观测系统（GCOS）中国委员会的总体部署，GCOS中国委员会办公室负责人郭亚曦司长、巢清尘副司长负责组织了“中国气候观测系统实施方案”的设计实施，由中国气象科学研究院张人禾院长、徐祥德研究员主持的多部门联合设计专家组T2005年成功地完成了“实施方案”初步编写，设计工作取得了显著成果。
According to the overall disposition of the GCOS China Committee （GCOS-China）, Guo Yaxi and Chao Qingcheng, the directors of the GCOS-China Office, organized the design and implementation of the Implementation Plan of China Climate Observing System （CCOS）; Zhang Renhe and Xu Xiangde, the directors of the Joint Design Group of CCOS Plan, chaired the composition of the implementation plan. In 2005, the Implementation Plan of China Climate Observing System was completed preliminarily and obvious progress was made.
