土地保障是现阶段我国农村社会保障的主体,但其保障功能不断弱化,并且给经济和社会的发展带来了一系列的负面影响。本文认为,解决问题的出路在于创新土地保障制度而不是建立一种新的社会保障制度取而代之,文章重点探讨了农村土地资本化对创新适应不同农民需求的土地保障制度的重要作用。

Land security is the main form of rural social security in China today, but the function of land security has been weekened and has brought about a series of disadvantages to the development of economy and society. It is suggested that the outlet to the problem is to innovate land security system rather than replace it by constructing a new social security system, and it mainly explores the impact of rural land capitalization on land security system innovation, which can satisfy various farmers＇ demands.
