分析了发达国家高校办学自主权的理念,概括总结了美、德、法三国高校办学自主权的运行模式,从而得出立法保障、加强财政拨款、完善高等教育评估、建立健全教育中介组织等经验启示。
This article analyses the idea of the independent rights of the higher education institutions in developed country and summarizes the running patterns of U. S. A, German, France. Legislative guarantee, strengthening fiscal assistance, perfecting higher educational evaluation and establishing educational agency are induced.
