人力资源是企业生存与发展的根本因素,但企业对人力资源的投资由于缺乏能够准确评价和测量的工具,投资往往比较盲目,管理粗放。对于高科技企业来说,人力资源是构成企业核心竞争力的至关重要的因素,因此高科技企业对人力资源投资的比重往往较传统企业高出许多,如何对人力资源投资进行有效管理,成了摆在所有高科技企业面前的一道难题。试图从投资项目和现金流量分析入手,对人力资源投资效益的分析及评价问题作初步探讨,为高科技企业的人力资源投资提供借鉴。

Human resource is the fundamental element of an enterprise＇s survival and development. But blind investment and rough management often occur, because the enterprise does not know how to accurately evaluate and measure the HR investment. As to a Hi-Tech enterprise, HR is the key of its core competition ability, so its HR investment ratio is much higher than the traditional enterprises. How to effectively manage the HR investment becomes a difficult problem to all the Hi-Tech enterprises. This essay tries to raise an initial discussion on how to evaluate and appraise the HR investment benefit, by analyzing the investment project and cash flow. It may provide a useful tool for the Hi-Tech enterprise to make an HR investment decision.
