从资源环境与经济发展之间的矛盾出发,揭示了传统经济增长方式和发展模式的各种弊端,提出了用循环经济理念重构传统的经济流程,是人类经济社会可持续发展的客观要求。本文对循环经济产生的时代背景、思想来源、基本原则和发展特点进行了系统研究。提出运用生态学原理和可循环规律来重塑经济发展模式,形成动脉产业与静脉产业互动流程、生态化产业链对接和集成流程和企业内部可循环的工艺流程,促进资源消耗的减量化和利用的高效化,废弃物排放的无害化和再资源化,经济活动的生态化和循环化。

The article starts with the confliction between the traditional growth-tern of economy and our environment and resource to indicate the disadvantages of increasing mode end growth-pattern of traditional economy and bring forward thd point of view that it is the objective request of sustainable development to rebuild the traditional economy procedure with the idea of circular economy. The article systemically studies the backgroung, thought origin, basic principles and characteristics of circular economy, rebuilding the growth-pattern of economy with the prindple of bionomics and law of recycle, engendering interactive procedure of artery and vein industry, docking of ecological industry chain and recyclable technologic process within enterprises,reducing resources consumption and improving utilization ratio, making the wastes to be harmless Lad reclamation, and economy to be ecological and circular.
