分区规划和控制性详细规划合称成“控制性规划”,它是城市规划的核心,是由规划意图变为管理依据的过程。法定图则是控制性规划的法律表现形式,是规划管理的基本依据,实施规划意图的主要手段,是规划编制、立法、管理三者的结合点。工作图则不是法规,但为规划管理提供更为具体的技术支撑,是法定图则的细化、补充,是管理部门日常管理工作的依据,可指导编写规划设计要点。

Statutory chart is the legal expression of ＂control plan＂, the basic rules of planning management. Working chart is not statute, but as a supplement and specification of statutory chart, it provides specific technical support for planning management. It is the principle of planning management and can guide the planning making.
