摘要
2005年1月5日国务院第76次常务会议通过了新的《信访条例》,新信访制度的构建成为焦点。本文从信访制度的概念、新信访制度构建的必要性、新《信访条例》五大亮点以及对新信访制度的法治化构建的设想四个方面对我国新信访制度的构建进行了论述。
On January 5, 2005. the 76th Executive Committee of the State Council has passed newly ＂ petition rules＂, so how to construct the new petition rules has become the focus. This paper analyses the new petition system from the following points： the concept of the petition system; the necessity to build them, the five bright spots of them and idea of law construction.
