Construction of harmonious culture is the development strategy of culture for China in new century. This strategy con- tains strategic goals, strategic focuses, strategic process and strategic countermeasure.. Based on the overall analysis of the con- tents of this strategy, this thesis proposes that those who take part in the field of art should undertake the holy responsibility of construction of harmonious culture and overcome this strategy.
