To increase the working efficiency of handling the university＇s affairs openly, the university affairs should be subjected to the observation and examination of the public all the way along from the perspectives of decision-making, management and execution of university affairs. The decision-making must be democratic, the management must be rule-based, and the execution must be normalized.
