我国政府信息化发展的障碍分析及对策建议

Analysis of Hindrances in the Process of China′s Government Informationization and Suggestions on Countermeasures

政府在推动国家信息化中的主导地位和特殊角色以及政府管理对信息化的广泛依赖,决定了政府在国民经济和社会信息化中处于关键和核心的位置,决定了政府信息化的基础作用和战略地位。本文从政府信息化的含义入手,阐述了我国政府信息化发展的意义,分析了我国政府信息化发展中的障碍因素,并尝试性地提出了推进我国政府信息化发展的对策建议。

Government plays a leading and special role in promoting the national informationization. And the administration relies a lot on informationization. That makes the government becomes a key part in the national economy and social information. Government informationization is in the basic and strategic position in modern society. This thesis starts from the indications of informationization and government informationization, expounds the cumbering elements in the development of government informationization and tries to give suggestions and strategies on how to further government informationization in China.
