公共管理视角下控制性详细规划的适应性思考——以温州市为例

Reflection on the Adaptation of Regulatory Plan from the Viewpoint of Public Management——Taking Wenzhou as an Example

在过去的二十多年中,控制性详细规划有力地指导了我国的城市规划建设,但控制性详细规划全覆盖运动后所暴露出的问题是控制性详细规划在实际操作中存在种种不适应性问题,究其根源在于人们对控制性详细规划作为一种重要的公共管理手段的认识不足,应基于公共管理的特点,强化控制性详细规划的公共管理职能和控制作用,建立协同组织机制和预警系统,加快立法进程。

In the past twenty years, regulatory plan has effectively guided urban construction of our country. However, problems that the ＂omnipotent＂ regulatory plan met in practice have revealed its certain inadaptability to operation. The origin of these problems is people＇s lack of awareness of regulatory plan as an important public management measure. Based on the characteristics of public management, we should strengthen the role of regulatory plan as a way of public management, intensify its control role, build coordinative organization system and precaution mechanism, and advance legislation progress.
