Influences and Measures to Our Technological Innovation of R & D Investment in China by Transnational Corporation

跨国公司在华R&D投资所产生的技术外溢,对我国的科技创新和技术进步起到了巨大的促进和示范作用。但由于目前国内企业技术创新能力差,投资政策具有局限性,制约了对跨国公司“外溢”技术的吸收。应制定和完善鼓励跨国公司在华R&D投资的相关政策体系,建立市场竞争机制,增强国内企业的自主创新能力,促使跨国公司在华R&D机构投资的技术扩散,以消除技术溢出中的制约因素,最大限度地发挥跨国公司在华R&D投资中所带来的溢出效应。

The technical overflow, due to R＆D Investment from transnational corporation （TNC） in China, brought enormous promoting function. But now because technological innovation capability of our enterprises is inferior, limitation of investing policy affects the absorption to overflowing technology of TNC. Hence, we should constitute and improve relevant policy system to encourage the R＆D investment from TNC. Meanwhile, through building market competitive mechanism and strengthening the enterprises＇ ability to independently innovate, we can promote its technical diffusibility of and eliminate its restricted factors to enhance its overflowing effect.
