1894年革命派的第一个政治团体兴中会成立,五年之后即1900年他们才创办了自己的第一张报纸《中国日报》,究其原因在于革命派在办报意识、人力财力、受众群及政治环境等方面,都不具备相应的条件;但最根本的原因还在于主观方面,即革命派优先考虑武装起义,将武装起义的重要性置于革命宣传之上。
