针对三峡工程施工通航设施方案下的通过能力，应用运筹学中排队模型和多目标决策规划方法，进行了系统分析与研究。通过科学地评估通过能力，系统的研究了各因素与运量的关系，在此基础之上。

To counter the navigable installation of the three gorges project, this paper applies the queuing models in operations research and mutiobjective decision method to analyse and research the ability systemically.This paper puts forward an optimization plan to fultil the freight volume based on evaluating the ability scientifically and researching the relation of the factors with the freight volume systemically.
