试论图书馆应对新的信息网络传播权保护法律环境挑战的对策

《信息网络传播权保护条例》的颁布实施为图书馆的数字化信息服务带来了新的机遇和挑战,为此要从思想认识、队伍培塑、制度构建、行为规范、风险化解、技术实践、用户管理、参与立法等多方面采取综合应对措施。

The promulgation and enforcement of ＂Regulations Regarding the Protective Right of Information propagating on network＂ brings about a new opportunity to libraries, and challenge as well. So we must have correct understanding of the current situation, train the librarians, and establish relevant institution in different quarters. Make them know how to avoid mistakes in the law, how to increase their teclmical competence and take part in the legislation to satisfy consumers fully.
