数字图书馆具有准公共物品属性,其成本在社会(政府、企业)和用户之间进行分担,其收益也体现其中。在遵循一定成本——收益原则的基础上,需要从资金筹集、市场运行、法规制度、标准化等方面建立健全数字图书馆成本——收益长效机制。

Digital library has the feature of quasi- public goods, whose cost and benefit is shared by society and users. Following the principle of cost- benefit, digital library shall balance its cost and benefit from the aspects of capital raise, marking, law ＆ rules and standardization.
