江西省实现“九五”计划和2010年远景目标的难点与对策研究

On the Difficult Points for the Realization of the 9th Five-year Plan and the Long-range Goal in 2010 in Jiangxi and Its Countermeasure Research

实施江西“九五”计划和２０１０年远景目标，既有改革开放以来江西经济迅速发展所奠定的现实基础和创造的有利条件，也存在不少制约因素和难点：农业和农村经济基础薄弱，总体发展水平低；国有企业改革与发展相对滞后；科技进步缓慢；资金严重短缺等。化解制约因素、克服难点的主要对策是：科学地制定总体战略；优化农业结构，激发内在活力；工业综合改革，强化内部管理；建立经济与社会预警系统；建立综合保障体系。

The authors hold that there are some favourable factors,such as the current foundation laid by the rapid economic development in Jiangxi ever since the reform and opening to the world.Nevertheless,restricted factors and difficulty still exist,which are reflected by the following things.The economic base of agriculture and rural economy remains unsteady;the general development level keeps much low;the state-owned enterprise's being slow in the progress of science and technology;short in capital;and the reform and development being relatively lagging,etc.At the end of the paper,the authors also propose countermeasures for eliminating restricted factors and the difficulty,including working out the overall strategy for perfecting the agriculture structure,stimulating the vitality of enterprise and strengthening its internal management,establishing the economic and social prewarning system and comprehensive security mechanism,etc.
