This paper discussed the significance of small and medium-sized enterprises. Taking Liaoning＇s small and medium-sized enterprise as examples, the paper suggests that the development pattern of the above enterprises of Liaoning should construct a forest ecosystem, playing a supporting and half-sky role. Finally, the article argues on small and medium-sized enterprises of Liaoning should promote employees＇ qualifications vigorously and optimize the industry-structure.
