从癌症村透视我国环境法律运作体系的缺失

On the lack of operation system of environment law of China in view of a cancer village

沙颍河畔的沈丘县周营乡黄孟营村,由于村民长期饮用被严重污染了的水,十几年来,人口大量非正常性死亡。癌症村的出现凸现出我国环境权运作体系——立法、执法、守法、司法环节的严重缺失。针对这些缺失,需要各个环节的加强和完善,才能使环境权成为中国当代社会的一项显权。

Huangmeng Ying Village belongs to Zhou Ying, Shenqiu County and is located by Sha Ying river. For more than ten years, quite a few villagers died unnaturally because of drinking polluted water for quite a long time. The ease shows that China lacks an operation system of environment law, that is the legislation, the law enforcement, the law obedience, etc.. In view of the lack, China needs to strengthen the laws which are related to environment protection so that the environmental right can be visualized in Chinese modern society.
