摘要
外部性问题的存在,导致市场机制不能完全达到社会资源的优化配置。运用各种经济政策工具是促进循环经济的建设,实现可持续发展的重要方式。为此,本文提出,我们应当充分发挥市场机制的作用,选择并利用好各种政策工具。
Due to the existence of externalities, Market mechanism can＇t optimize the social resources allocation. Apply economy policy instrument to be the important way promoting circulation economy construction, being a realization of sustainable development. For this purpose, we ought to give full scope to market mechanism sufficiently, choose policy instrument and finish making use of.
