In the process of coversion from planing economy to market economy, there are competitive bidding and bidding owing to deviations of guiding thought and concrete operations. To ensure healthy and ordered development of markets for project building, it's indispensable to increase managing dynamics and restrained mechanism, making the behaviour of competitive bidding and bidding achieve the specification.
