摘要 基础设施公私合作(PPP)模式中项目的所有权归属问题一直是PPP模式实施的难点。所有权的归属影响了基础设施PPP模式的推进。通过模型分析认为,若基础设施资产所有权的激励效应大于风险成本,所有权归民营企业最优;若资产所有权的激励效应小于风险成本,所有权归国有最优。 As for cooperation of infrastructure construction between state-owned and private companies which adopt PPP model, the ownership issue of projects has always been a key concern for the execution of PPP model, and this ownership problem has affected the promotion of PPP model for infrastructure construction. It is presumed through modeling analysis that private ownership is preferable if the motivation effect of asset ownership is greater than risk cost, while state ownership is preferable if the motivation effect of asset ownership is weaker than risk cost. Finally, some relevant policy proposals are introduced in this paper.
