农业院校后勤社会化改革的实践与思考——以湖南农业大学为个案

摘要 高校在传统的计划经济体制下形成的后勤服务格局和运行机制很难适应市场经济条件下学校办学需要,沉重的后勤负担已经成为当前高校跨越式发展的“瓶颈”。加快后勤社会化改革,关键在于创新后勤管理体制、运行机制、资产制度、劳动用工和分配制度等,实现后勤资源的重组和优化配置,建立严格规范的符合现代企业制度的运行机制和充满生机与活力的分配激励机制。改革中必须始终坚持“三服务、两育人”的宗旨,做到领导重视,认识到位,实事求是,因校制宜。切实加强宣传教育,消除师生思想疑虑;深入调查研究,科学制定改革方案;扶持政策优惠,确保分离规范到位;多方筹措资金,加强设施建设;强化监督管理,提高后勤服务质量。 The logistic services pattern and operating mechanism, formed under a planned economy, are difficult to meet the needs of running schools under the situation of education popularized nationwide and become the ‘bottleneck' of universities' great-leap-forward development. The key step to pushing reformation lies in innovation of management system, operating mechanism, assets system, labor system and distribution system, by which it is possible to realize the restructuring and optimum distribution of resources, to set up the operating mechanism and distribution incentive meehanism. In the process of reformation, the following measures are thought to be important: the first thing is to fully understand the function of logistic service, the second thing is to enhance the consciousness of teachers and students, the third is to carry out intensive surveys and studies in order to work out a plan scientifically;the fourth is to prop up preferential policy; the fifth is to raise funds from multiple sources to strengthen infrastructure, the last but not least is to strengthen administration supervision to improve logistics service quality.
