摘要
从复杂适应系统的观点考察现代国防科技管理系统的组成、结构及其动态行为,用复杂性理论的各种方法研究各种因素对国防科技管理系统的行为过程和结果的影响,认识现代国防科技管理系统行为的一般特点、性质和规律,探索适应国防科技创新条件的国防科技管理系统、国防科技规划与科技资源配置动态优化系统。
This paper aims to point out that Science & Technology Management and Innovation System for National Defense as a Complex Adaptive System (CAS) should be examined in reference of CAS theory in order to take a new view for interpreting and discussing the constitution, structure and dynamic behavior. CAS is not only a new methodology but also a constructive way to study impacts and effects on the process and result of the action in the Science & Technology Management System by the multifarious analysis and simulation methods of CAS theory. In this paper, the common char- acteristic, the essence and the law of the dynamic behavior of modern Science & Technology Management System are investigated. It is clear that the application of the complexity-adaptive theory for Science & Technology Management and Innovation System for National Defense has presented a new and good view for studying and managing it.
