我国农村合作医疗基金筹资模式的分析与建议

Analysis and Suggestions on the Financing Model of Rural Cooperative Medical Care in China

通过对我国农村合作医疗制度的四个发展阶段进行分析,指出每个阶段不同的资金筹集方式,认为合作医疗发展的关键在于是否存在完善的合作医疗资金筹集渠道;在传统合作医疗阶段,个人出资是资金筹集的主要形式。文章对各阶段的筹资渠道进行了得失的分析,提出了新型农村合作医疗制度建设中完善筹资渠道的四点建议。

Through analyzing the four stages of the development of rural cooperative medical care system in China, this text points out the different financing models employed in each stage and holds the view that the key to the development of cooperative medical care system lies in perfect financing channel; In the period traditional rural cooperative medical care program was implemented, self-fund was the main model for financing. Furthermore, the authors respectively investigate the advantages and disadvantages of all the fund-raising channels adopted in each stage, and lastly four suggestions are offered on how to perfect the financing channel in the establishment of new rural cooperative medical care system.
