一个国家的行政权的实施效率,不仅依赖于行政执法的强制力,而且依赖于该国的文化模式。良好的文化模式会有助于行政权的实施;劣质的文化模式会有害于行政权的实施。一个国家应当培养、扶持良好取向的文化模式,使其成为主流的社会文化,从而节约行政权的实施成本,建设社会和谐。

The enforcing efficiency of administrative power not only is relied on the strict of administrative enforcement, but aLso is relied on the cultural model in the state. The good-oriental of the cultural model can help the enforcing efficiency of administrative power; the bad-oriental of the cultural model can hold down the enforcing efficiency of administrative power. The govern- ment must foster and develop the good-oriental cultural model, and make it becoming the main-stream cultural model. Then, it can reduce the enforcing expenses of the administrative power and leads to the social harmony.
