Design and Realization of Software for Target Management Job Responsibility System

为了对我国目标管理责任制工作的实施提供新的理论指导和技术支持，通过对宝鸡市目标管理责任制实施过程进行实地考察，首先确定了一套包含两大类、三层次、29项指标的区县目标体系模型；其次，在计分方法上采用统计学的标准分数Z=（P－P）／S公式，并对此方法用FOXBASE程序设计语言设计了一个自动化计分和名次排列软件；最后，依据该软件的操作要求，设计了一种新的工作方法。

To provide a theoretical guide and technical support for the practice of government targetmanagement, an investigation of the application process of target management has been done in Baoji.The results of which are: ①A new target system model has been put forward, which includes twotypes, three levels, and twenty-nine branches of county and district in government targetmangaement; ②The statistical formulahas been used in the score calculation. By usingFOXBASE Language, a systematic software of the score calculation has also been designed; ③According to the operation requirement of the systematic software, a new working method has beenworked out.
