Explain the problem of delaying construction cost with the view of transaction cost

工程款拖欠问题一直困扰着建设领域，严重影响了中国经济的发展，也给建筑业和社会经济秩序带来许多负面影响。近几年来，关于引起工程款拖欠的原因分析有诸多说法，如信用体系不完善、法律法规不健全、政府监督力度不够等。本文拟用交易成本的观点分析工程款拖欠问题。

Project Payment-default in construction fields is a awkward problem, which not only influences the Chinese developing of economy, but brings some negative impacts on construction industry and social economic system. In recent years, there are some views on project payment-default, such as imperfect honesty system and legislation system, inadequate government supervision, and so on. I want to apply Transaction Cost view to explain the problem of Project Payment-default in this paper.
