关于新农村建设背景下乡镇事业单位改革的思考——以湖南某县为例

在新农村建设背景下,我国已在一些地区进行着乡镇机构改革前期的试点工作,但这些试点都(?)避着问题最多、人员最为臃肿的乡镇事业单位机构改革.文章提出乡镇事业单位机构改革的价值目标应该是:(?)保证农村社会事业发展的基础上,提高事业单位服务的效率与质量.乡镇事业单位机构改革重新界定乡镇事业单位的性质,并根据公共产品理论对其进行分类,同时合理配置职能,理顺管理体制:增大事业单位规模,最大程度发挥其效能;保证改革成本足额到位,合理精减人员;优化人员结构,畅通出入口,充分调动事业单位人员工作积极性.认为乡镇事业单位的管理应从静态管理向动态管理转变,从数量管理向质量管理转变.

In the background of the new rural construction , a few experiment about the rural reform are making in some areas of our country, but few experiment about the township public institution reform is making because of its＇ difficuhies. The writer thinks that we should improve the quality and efficiency .We should redefine the township public institutions＇ quality and classify them again with the product of them by the theory of public goods before the reform. Then allocate the function reasonably, making the township public institutions＇ dimensions larger, keeping the cost of the reform enough, having the best staff structure. The management of the township public institutions should change from standstill to dynamic, the key point of the reform should turn from quantity to quality.
