论村民自治的凭借资源

On the Resources of Villagers' Self-governance

村民自治是我国新农村建设的一项重要任务,事关新农村建设的成败与社会稳定。目前,村民自治的发展受到凭借资源的限制:社会民主政治氛围不浓厚、良好法律环境及社会支持力量缺失是其外部资源贫乏的主要表现;内部则表现为人力资源及村财的极度贫乏,这些因素严重地制约着村民自治的发展。因此,创造和谐的政治氛围、完善村民自治立法、提高村干部素质、改革村财制度等是村民自治健康发展的必然选择。

Villagers＇ self- governance is one of the most important task of our Construction of a New Socialist Countryside. At present, villagers＇ self- governance is limited by resources. The outer limitation elements mainly refer to lack of democratic atmosphere, good law system and social support; the inside limitations are mainly about human and village finance lacking. These outer and inside resources limitations are confining the development of villagers＇ self- governance. Therefore creating harmonious political situation, promoting the knowledge of village officials and perfecting the law system of villagers＇ self- governance and performing the village financial system are the necessary way of constructing our villagers＇ self- governance.
