Discussion on government supervising on the construction quality of energy conservation

本文从对工程建设单位的监管、工程设计阶段的质量监督、工程施工过程的监督、竣工验收的监督四个方面,探讨了政府如何加强建筑节能工程质量的监督。

A problem is posed in this paper：how to improve the govemment supervision for quality of building energy conservation.The auther proposed a few methods which contribute to improving governments＇ supervision in the following four aspects：the supervision to construction contractor, the quality supervision of design stage, the supervision to construction program, the supervision of final acceptance.
