广大农民是新农村建设的主人,进一步减轻与规范农民负担对新农村建设具有基础性与战略性。农民负担问题实质上是农民与政府的关系问题,是农民财产权与政府征收权的关系问题。深化农村政府改革既是农村税费改革的必然要求,也是新农村建设的应有之义。既要深化农村政府机构改革,又要加快农村政府职能调整与重构农村政府行为范式,还要改善农村政府外部环境。

It is quite crucial to deepen the reform of government organs in rural areas , accelerate the adjustment of government function in rural area, reconstruct the behavior mode of government in rural area and improve the external environ- ment of rural area government.
