欧洲一体化运动兴起以来，欧洲联盟面临一系列严重的问题，其中如马约的修订、欧共体成员国扩大而引起的矛盾、与高生活水平同时存在的高失业率等。由此说明，欧盟的组织结构已不适应新形势的需要，需对其进行彻底“检修”。对于国家间的不同发展速度，应通过一些相当灵活的途径加以解决。

Since European Integration movement spring up, European Union have been faced with a series of problems, for instance, revising of Maastricht Pact, extending member states of the European Economic Community with contradiction occured in the process, high living standard folling high rate of unemployment, etc. Thus it can be seen that organization structure of European Union have not been geared to the needs of new situation and should be reformed. As far as different development speed, it also should be solved through flexible way that European Integration will be able to achieve balanced benefit among member states. [
