新时期所提出的“建设社会主义新农村”有着传统政策的继承性,但也有着其现实的新特点,即紧迫性与可行性、综合性与长期性、科学性与革命性。农村基础设施建设是新时期构建社会主义新农村最重要的一个环节,是构建新农村各个环节的物质载体和纽带及成功的突破口。分析了新时期构建社会主义新农村的特点,以及农村基础设施建设与构建新农村之间的关系,提出了确保农村基础设施建设性进行和不断巩固的长效机制。

Building a new socialism countryside proposed in the new period has new characteristics of urgency and feasibility, comprehensiveness and protractedness, scientific and revolutionary. The construction of rural infrastructure facilities is the most important link of a new socialism countryside in the new period. So, its success heavily depends on whether the construction of rural infrastructure facilities is going well and has a constant consolidation and a corresponding mechanism of enduring effect.
