构建社会主义核心价值体系的最高责任主体是党和政府。其路径依赖应该坚持“向前看”的创建论。这一体系既建立在科学真理的基础上,又依赖于广大民众的信仰,它的外部结构有保护层、反例,反例的存在决定了它有危机-转机的可能,理想、信仰问题,要从现实的社会矛盾及其合理解决中寻找答案。

The Party and government are the utmost responsibility subjects in constructing the socialistic core value system,whose path dependence should stick to the construction theory of 'Looking Forward'.Based on the scientific truth and the public belief,the system owns its outer protection layer and counterexamples.The existence of the counterexamples indicates a possible transferring from a crisis to a good result.We should solve such problems as ideals and belief issues in view of the social contradictions and their rational solutions.
