The Procedure and Indicator System of the Environmental Impact Assessment (EIA) of the General Management Plan (GMP) for Chinese Scenic Areas

首先论述了风景名胜区总体规划环境影响评价的研究意义,即:开展风景名胜区总体规划环境影响评价,既是我国环境影响评价制度发展的必然结果,也是解决风景名胜区保护与管理问题的内在要求;然后,对风景名胜区总体规划环境影响评价的程序进行了概述,分析了这一程序与《技术导则》规定的工作程序以及风景名胜区总体规划编制程序的关系,提出将环境影响评价嵌入到风景名胜区总体规划编制过程中去;最后,初步建立了风景名胜区总体规划环境影响评价的指标体系。

The importance of the EIA of the GMP for Chinese Scenic Areas is discussed at first, which is summarized that carrying out the EIA of the GMP for Chinese Scenic Areas is not only the consequence of the development of Chinese EIA regulations, but also the requirement for resolving the inherent problems in the management and the protection of Chinese Scenic Areas. Then the procedure of the EIA of the GMP for Chinese Scenic Areas is briefly introduced, and the relationship between this procedure and two related procedures are analyzed, and it is suggested that the EIA should be incorporated into the procedure of GMP. Finally, an indicator system for the EIA of the GMP for Chinese Scenic Areas is proposed.
