构建农村最低生活保障制度的设想

农村最低生活保障制度的构建不仅是社会进步的必然要求,也是构建和谐社会的重要举措。最低生活保障制度是由政府按照法定的标准向那些不能维持最低生活水平的人,提供满足最低生活需要的社会保障制度。我国在构建农村最低生活保障制度的工作中存在着许多问题,如筹集社会保障资金的机制,合理确定低保对象和保障标准等等问题。为此,我们应该尽快完善农村最低生活保障制度。

The rural minimum subsistence allowance,not only is the requirement for the social progress,but also is significant on the construction of the harmonious society. Minimum subsistence allowance is a social guarantee system, when anyone can not maintain minimum subsistence, government would supply them the minimum subsistence. There are some questions on task of constructing rural minimum subsistence allowance, such as the ditch of accumulating fund, the guarantee level,etc. Thefore, we should perfect rural minimum subsistence allowance as soon as possible.
