建设社会主义新农村是贯彻科学发展观、统筹城乡发展、构建和谐社会的必然选择。实现新农村建设目标需要充分发挥农民的主体地位,归根结底有赖于农民科学文化素质的提高,即农村人力资本的提高。基于此,就要着重分析新农村建设背景下农村人力资本的投资环境及机遇,从而设计出相应的投资方式及路径。

The construction of＂ a new socialist countryside＂ is the inevitably choice for implementing scientic developmerit views, overall planning city and countryside development, constructing harmonious society. To achieve the goal of the new countryside construction relys on bringing into full play farmers＂ initiative by improving the scientific and civi- lized level of farmers＇quality, namely, rural human capital enhancement. The paper analyzes the countryside human capital investment environment and the opportunities against the new rural reconstruction background. It presents the innovative investment means and approaches.
