山东省农村全面小康社会的建设是山东2012年全面建成小康社会的重要内容。在对山东农村全面小康社会实现程度进行实证研究的基础上,指出山东农村全面建设小康社会的最根本制约因素是城乡二元经济结构,统筹城乡经济社会发展是加快山东农村全面小康社会建设的终极出路。

The construction of an overall well- off society in rural areas is important for its comprehensive building in 2012. With an empirical study on the current situation, the paper proposes that urban - dualistic economic structure be the key element hindering the process of implementing this project. Therefore, it is vital to coordinate economic and social development between cities and countryside.
