摘要
国有企业应根据独股独资、独股多资和多股多资三种情况,分类构建治理结构模式,并根据国有企业目标属性与国有企业负责人产生途径的不同,对国有企业负责人实施非市场化、准市场化和市场化三种不同模式的激励报酬。由此反观实务,国资委推行国有企业董事会制度以及对企业负责人进行市场化激励可能存在政策偏差。
State- owned enterprises should build up governance model according to different situations and different path, and stateowned enterprises should practice 3 different kinds of incentives according to different layers of marketing. Based on these, the authors think there might be some possible errors in board system presented by National Assets Council and in market incentives.
