摘要
高校校规制定权是高校自主管理权的体现。高校校规作为校园行为规则,具有抽象行政行为、自治规则、规章以下规范性文件等法律属性。高校校规在规范教学、科研工作等方面发挥着重要作用,但又有其不足,需要在实践中不断完善。
The establishment of the right of university regulation is the embodiment of the right for self - management of the university. As campus behaviour regulation, university regulation has the legal properties of abstract administrative behaviour, self-governing regulation, standard documentation under the rules, etc.. University regulation plays an important role in normalizing teaching, scientific research, etc. but it is not always completed and should be improved in practice.
