摘要
村庄布点规划是社会主义新农村建设的一项基础工作,以济南市为例,总结归纳各个层次村庄规划的方法和要点。认为首先要从城镇总体规划入手,明确规划的基本原则和总体要求,为下一层次规划提供依据;要统筹考虑农村经济发展,探索都市型宜农产业发展框架,作为村庄产业发展分类指导的依据;以集约和节约用地为宗旨,统筹考虑城乡建设用地总量的控制与使用;贯彻科学的发展观,统筹村庄整合与资源保护的协调等。采取城乡一体、分类指导协调的规划管理措施,扎实推进新农村规划建设的实施。
This paper, with Ji＇nan as an example, summarizes the method and contents of village planning at various levels. It argues that efforts should be made to identify the basic principles and requirements of village planning according to town master plan to provide basis for sub-level planning, to consider the development of rural economy and explore industries suitable for agricultural development, to coordinate the construction land in urban and rural area based on the principle of intensive land use, to balance village integration and resources protection, and to carry out urban-rural integrated administration measures to facilitate the New Socialist Rural Construction.
