在统筹区域发展的新形势下,促进中部地区崛起和实现区域经济协调发展,根据按功能区构建区域经济发展新格局的要求,需要进行政府职能的创新,充分发挥政府在统筹区域协调发展方面的职能,制定科学的发展战略和实施适当的区域政策对区域经济发展进行调节。

It is in urgent need to change our government functions in line with new requirements of different regions to form new regional economic patterns so as to balance regional development under new circumstances. To promote the rise of Central China and to coordinate regional developments ,we must make full use of governement functions in balancing regional coordinated developments, to work out scientific development strategies and to adopt appropriate regional policies for the coordination of regional economic developments.
