1933年的《中关棉麦借款协定》是在中日民族矛盾日益激化的情况下达成的,它在一定程度上反映了南京国民政府和罗斯福的战略考虑与政治远见,无论对中国还是对美国来说,其政治意义和外交意义远远大于其经济意义。
The Agreement of the 1933 American Loan for Cotton and Wheat to China was signed when conflicts between China and Japan were getting deepened. To a certain degree it reflected Franklin Roosevelt and the National Government＇ s strategic considerations and political foresight. It is more strategical and politically than economically significant.
