小城镇是推动我国城市化发展的重要途径和突破口,小城镇发展和当前正在广泛开展的新农村建设之间不存在战略重叠和矛盾,而是相互起着促进作用。一方面,小城镇的发展引导和牵动着新农村建设;另一方面,新农村建设为小城镇发展拓展了更大的空间,提供了新的契机,奠定了更坚实的基础。小城镇发展和新农村建设的实质在于统筹城乡发展,推进城乡一体化,从根本上解决制约我国社会经济持续发展的“三农”问题。
